SALINAS, Monterey County — October 22, 2026. The City of Salinas offers a selection of pre-approved architectural plans for new detached accessory dwelling units (ADUs). The drawings may help a homeowner prepare a project, but they do not replace permission to build on a specific property or the need for a final inspection.

What the city provides

Salinas describes four architectural styles — Craftsman, Mid-Century, Ranch and Spanish — and several one- and two-bedroom configurations. These plan sets are intended for new detached ADUs within city limits, not existing conversions or attached additions. The city’s official ADU program contains the current guidebook and application documents.

What remains site-specific?

Before a permit can be issued, the property owner may need a site plan showing the proposed unit’s location and utility connections. The city also lists a building permit application, construction-and-demolition waste documentation, grant deed, hold-harmless statement, architectural plan set and documents required under applicable energy standards.

Salinas recommends a consultation with its Current Planning Division before submission. A plan accepted as a pre-approved design does not automatically satisfy every property’s setbacks, foundation, utility, fire, grading or access requirements.

What happens after plan review?

The city’s published guidance notes that deed restrictions may have to be signed, notarized and recorded with the Monterey County Recorder before the building permit is issued. Once a permit is issued, inspections take place during construction. A unit should not be occupied merely because construction appears finished; verify final approvals.

Cost questions for property owners

Salinas lists exemptions from some city ADU impact fees, but notes that school and water districts can charge fees of their own. Owners should obtain address-specific written estimates instead of relying on a promotional price for a prefabricated home.

Start with five checks

  1. Verify the exact parcel is within incorporated Salinas.
  2. Choose a plan that meets intended living needs.
  3. Confirm the required site-specific documents with Planning and Building.
  4. Ask separately about utilities, fees and deed restrictions.
  5. Get the actual building permit and inspection schedule before construction.

The city lists its ADU hotline as 831-758-7208 and email aduinquiry@ci.salinas.ca.us. Send documented questions to Salinas News.
