SALINAS, Calif. — October 27, 2026. Monterey County’s online legislative record now lists as passed a mental-health services agreement with Centro Binacional para el Desarrollo Indígena Oaxaqueño (CBDIO), providing up to $100,000 for culturally responsive maternal mental-health prevention services from July 1, 2026, through June 30, 2027.
The contract, listed under A 26-424, is part of the county’s attempt to maintain community-based prevention services while California transitions from the Mental Health Services Act to the Behavioral Health Services Act (BHSA). The new state framework changed how prevention programs are funded beginning July 1.
Why the county is providing bridge funding
In its staff report, Monterey County explains that the move to the new BHSA structure affected organizations whose earlier prevention activities no longer fit the revised funding categories. The county separately identified four community providers for a combined $680,000 in one-time support for fiscal year 2026–27: Alliance on Aging, Center for Community Advocacy, CBDIO and The Village Project. The CBDIO agreement represents $100,000 of that broader total—not an additional $680,000 grant to CBDIO.
The county says the CBDIO agreement’s retroactive July 1 start date was intended to help maintain continuity following the termination of the previous local Prevention and Early Intervention funding component. It is financed through county General Fund contingencies.
What residents should know
The Board record identifies the purpose of the funding but does not provide a confirmed public appointment calendar, hotline or guarantee that every individual family will qualify for a particular service. People seeking support should contact the organization or the county Behavioral Health Bureau for current enrollment and referral information.
The legislative detail lists Status: Passed; Final action: October 27, 2026, although the full meeting’s finalized minutes were not available at publication. A passed authorization should also not be confused with proof that the full contract ceiling has already been paid out.
