SALINAS, Calif. — October 27, 2026. Art classes for young people in the Silver Star Youth Program at Rancho Cielo are covered by a Monterey County agreement valued at up to $8,500 for the 2026–27 program year. The Board of Supervisors’ public record for item A 26-453 lists the agreement with Rancho Cielo, Inc. as passed on October 27.
According to the county’s staff report, Rancho Cielo will coordinate the art program with the Arts Council for Monterey County. The contractual period runs from August 25, 2026, through June 30, 2027; it is retroactive because processing delays and staff changes postponed completion of the agreement.
Who the program serves
Silver Star Youth Program operates on Rancho Cielo’s campus at 710 Old Stage Road in the Salinas area. County probation officials describe Silver Star as providing supervision, schooling, counseling, vocational preparation and enrichment for referred adolescents facing truancy or justice-system challenges.
This is not an announcement of free walk-in art classes for every teenager. Rancho Cielo’s program description lists eligibility and referral requirements for Silver Star; interested families should ask program staff directly about participation and the current schedule rather than assume open enrollment in the art component.
How the program is funded
The $8,500 allocation comes from the Juvenile Justice Crime Prevention Act (JJCPA). The county says these funds were already included in the Probation Department’s fiscal-year budget, so this agreement is not listed as an additional cost to the county General Fund.
The October 27 online legislative record says the authorization passed, but finalized minutes for the full board meeting were not yet posted when this article was written. The agreement ceiling is not proof of the final amount spent.
