SALINAS, Calif., October 27, 2026 — Monterey County’s Budget Committee is scheduled to consider a proposed $3,222,262 housing-fund award on Wednesday, October 28, for a major reconfiguration of the SHARE Center shelter at 845 East Laurel Drive in Salinas. The proposal calls for 12 private sleeping cabins for families and a separate recuperative-care area containing up to 30 beds for people recovering from illness, injury or hospitalization.
These are proposed improvements, not completed facilities. Item BC 26-051 on the published committee agenda would recommend that the Board of Supervisors authorize an agreement with the Central California Alliance for Health and associated property and budget steps. Budget Committee consideration is not the same as final authorization by the Board of Supervisors.
What the county plans to change
The county’s project description says the SHARE Center currently offers shelter, case management and other services to people experiencing homelessness. Under the proposal, families with children would move from a shared sleeping environment into private, non-congregate cabins at the site. A portion of the existing building would become a separate recovery area for people who need a safe place after medical care.
The county says the project’s total maximum shelter capacity would remain 128 beds. The intent is to change the arrangement and types of spaces rather than add capacity. The proposed funding term in the committee agenda is 39 months after the agreement becomes effective; the proposal also calls for a 10-year restrictive covenant on the county property.
When and where is the meeting?
The county’s published agenda lists the Budget Committee meeting for Wednesday, October 28, 2026, at 1 p.m., with in-person locations at 168 W. Alisal Street, second floor, Monterey Room, Salinas, and 11140 Speegle Street, District 2 Office, Castroville. The agenda lists virtual attendance through the county’s Zoom service. Residents should check the live agenda before attending for the latest participation instructions.
The agenda also lists another, separate SHARE Center-related item, BC 26-052, concerning a proposed budget adjustment of $102,868 supported by Permanent Local Housing Allocation reimbursement. It should not be conflated with the proposed $3.22 million housing-fund award.
Why this matters
Private family space and specialized recovery beds would change the services available at one of the county’s major shelters. But financing recommendations, environmental review, design and construction approvals must be tracked separately; an agenda listing cannot establish when new cabins will open.
Residents can follow the published Board of Supervisors meeting calendar for subsequent public decisions.
Related October 27 proposal: Who pays to operate the SHARE Center?
Separately from the $3.22 million proposed reconfiguration award discussed above, the Board of Supervisors’ October 27 agenda listed item A 26-451: an amendment to the county’s memorandum of understanding with the City of Salinas on SHARE Center management and costs. That proposal would add $1.65 million in county expenditure appropriations, supported by $1.65 million in projected City of Salinas revenue representing the city’s proposed 50% share of operating costs for fiscal year 2026–27. This operating-budget proposal is different from the facility-reconfiguration grant; the two sums should not be added together and presented as a single approved construction award. The legislative item had no final recorded action when checked. County primary source: A 26-451.
